You're right again I removed the fill from the center line shaved a little of the panels and placed two stitches in to pull it together, I think it has done the trick. . I am a little bit thwarted, up until then I had no stitch marks in the deck at all but I had no other option to get the tension I needed to pull it in together, anyways it looks far better that than having an improvised fillet that looked ridiculous. I'm happy with the end result. Thanks all.
With a reasonably heavy gauge wire you can get enough pressure on the two dowel pins to hold the panel in place its a little tedious on your own but effective.
I started the dowel stiches one on either side of where the five main Bulkheads/templates are located, ensuring that the join was accurately located at each of the angles. If you twist the wire to tight than naturally it will flatten out the ply as you seen in the previous picture above, so you need only apply enough pressure to hold the panels together and the inside dowel does not sit flush to the ply it bridges across the join and only touches the panel at each end of the dowel. The key is once its held in place I then apply the sifted wood shavings, thickener and epoxy mix(thanks Bemm) only between the dowels. Finally once that's cured I placed additional stitches between those and fillited once again it does take a little extra care and time to fillet and may not be for everyone but as you can see it works.
