ok seriously, there are many factors.
Hull length, width, hull shape, displacement, weight on board, rocker, hull surface smoothness, wetted surface area, water conditions, wind conditions....

You could write a book on that anwser. Or at least several chapters.

The first is all about our small paddle boats, the second is more about big boats, but the rules are not that much diffrent between a kayak, row boat, displacment cruser, and a sail boat. (Planing Power boats are a diffrent story)
